Winchester Hills POA

Frequently Asked Questions

This page will collect answers to common questions about the Winchester Hills Property Owners Association—what the POA does, how dues work, basic rules, and who to contact for help.

What does the POA do?

Winchester Hills POA exists so homeowners can collectively manage and care for the neighborhood. The association helps coordinate common-area maintenance, enforce agreed-upon standards, and support long-term neighborhood planning.

Is there a POA Board?

Yes. The POA is led by a volunteer board of homeowners. Typical roles include President, Vice President, Secretary, Treasurer, and at-large members, with terms and election details defined in the bylaws.

When available, we'll publish the current list of board members and their roles on this site.

What do my annual dues cover?

Annual assessments are used to support shared neighborhood costs—such as common-area landscaping, insurance, possible signage, and other expenses approved in the POA budget. The goal is to preserve property values and keep the neighborhood well maintained.

Exact budget categories and amounts will be documented in annual meeting materials and treasurer's reports.

How do I contact the POA?

The preferred way to reach the Winchester Hills POA is by email. You can also attend board meetings to ask questions or share feedback in person (or virtually, if meetings are held online).

What rules or guidelines apply in Winchester Hills?

Winchester Hills is governed by recorded Covenants, Conditions & Restrictions (CC&Rs) and bylaws. These documents outline use restrictions, maintenance expectations, and how the POA operates.

When the governing documents are uploaded, you'll be able to download them from the CC&Rs & Bylaws page.

Do I need approval for exterior changes?

Many exterior changes—such as new paint schemes, major landscaping redesigns, new fences, or additions—typically require prior review and approval through an Architectural Review or similar process.

As Winchester Hills formalizes its ARC process, this page will link to the appropriate forms and guidelines.

Where can I find information about meetings and budgets?

Board meetings typically include updates on finances, maintenance projects, and upcoming decisions. The annual meeting often includes a review of the budget and discussion of future priorities.

As we build out this site, meeting minutes and budget summaries will be posted either on the main association page or in a dedicated documents section.

Who handles issues between neighbors?

In general, the POA focuses on enforcing community standards and caring for common areas. Individual neighbor-to-neighbor disputes are usually best handled through direct, respectful conversation and—if necessary— the appropriate local authorities.

If a concern involves a clear violation of POA rules or common areas, please contact the board with details.
